A basket muzzle fits when it leaves 2-3 cm of space around the snout and lets the jaw open 5-6 cm so the dog can pant.
Two measurements decide the basket: the snout's length and its circumference. The muzzle is not sized to match those numbers but to clear them — a basket that touches the snout will rub, however correct it looks on the chart.
The clearance check is 2-3 cm, about two fingers, of free space around the snout. Run the check after the straps are adjusted, not before, because strap tension changes how the basket sits.

The jaw check matters more than the length. The dog must be able to open its mouth 5-6 cm inside the basket, because panting is a dog's main way of cooling down. A muzzle that prevents panting is a misfit whatever the size label says, and it should go back for the next basket size up.
Conditioning takes about five minutes a day. Let the dog investigate the basket and take treats from inside it, then build from a few seconds of wear toward several calm minutes over roughly a week, checking the clearance each time.
